FG Launches $1bn HOPE-SP Programme to Move Nigerians From Palliatives to Sustainable Support
The Federal Government has launched the $1 billion Household Prosperity and Economic Social Protection Project (HOPE-SP) to strengthen social protection and move humanitarian assistance from temporary palliatives toward sustainable recovery and self-reliance.
The initiative, launched on Wednesday, August 26, 2026, at the State House in Abuja, was unveiled by First Lady Oluremi Tinubu alongside the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro.
Doro said the programme places vulnerable households at the centre of government interventions and seeks to address duplication and fragmentation in existing humanitarian and poverty-reduction programmes.
A key component is the One Humanitarian, One Poverty Response System (OHOPRS), designed to coordinate humanitarian response, social protection and poverty-reduction programmes through unified registries, digital systems, targeted interventions and improved accountability.
Other initiatives unveiled include the Emergency Shock-Responsive Cash Transfer, the FMHAPR Ministerial Blueprint and the Humanitarian First Magazine.
The First Lady commended the ministry for shifting humanitarian support from temporary assistance toward recovery, empowerment and self-reliance, while stakeholders including governors, the World Bank and European Union welcomed the reforms.
