APC Support Groups Now Officially Recognized in Constitution Review, as Stakeholders Release Comprehensive Recommendations

RELEASE OF THE RECOMMENDATION’S TO THE APC CONSTITUTION REVIEW COMMITTEE

The National President of the All Progressives Stakeholders Forum, Hajia Dr Maryam Yunusa Danjaki, has approved the release of the committee’s recommendations that have been submitted for inclusion in the All Progressives Congress constitution currently undergoing review

The Committee was constituted on the directive of the National Organising Secretary of our party, His Excellency, Alhaji Dr Argungu, who charged the committee to suggest comprehensive recommendations on behalf of the Support Groups to the Party Constitution Review Committee headed by His Excellency, Governor Mai Mala Buni of Yobe State.

The committee members were drawn from the six Geo political groups to reflect all interests across board

Framework for APC Support Groups in the APC Constitution

Article 1: Definition and Recognition

1.1. A Support Group of the All Progressives Congress (APC) is a formally recognized body comprising card-carrying members of the APC who organize collectively to promote the party’s ideology, candidates, policies, and programmes.

1.2. All support groups must be duly registered with and recognized by the National Secretariat of the APC through the Office of the National Organising Secretary (NOS).

Article 2: Objectives and Functions

2.1. To mobilize grassroots and national support for the APC during pre-election, election, and post-election periods.

2.2. To engage in civic education, political sensitization, and party image-building across national, regional, and state levels.

2.3. To support the APC in policy advocacy, electioneering campaigns, and voter mobilization.

2.4. To serve as a feedback mechanism to party leadership on issues affecting citizens and members.

2.5. To contribute to governance by providing post-election support to elected APC officials.

Article 3: Structure and National Spread

3.1. The Support Group shall operate at the following levels:

National Directorate

Zonal/Regional Chapters

State Chapters

Local Government and Ward Units

3.2. The National Coordinator of each recognized support group shall be the administrative head, assisted by a Deputy, Secretary, Treasurer, and other officers as required.

3.3. All support groups must operate with a uniform structure approved by the party and submit quarterly reports to the Office of the NOS.

Article 4: Membership

4.1. Only verified card-carrying members of the APC are eligible for membership in any recognized support group.

Article 5: Oversight and Supervision

5.1. The Office of the National Organising Secretary (NOS) shall:

Supervise all activities of support groups.

Appoint a Director for Support Group Affairs.

Appoint a Desk Officer to manage administrative matters related to support groups.

5.2. All appointments and electoral processes at the National management level for the support groups, shall be subject to approval and supervision by the Office of the NOS.

Article 6: Participation in Party Activities

6.1. The National Coordinator/Leader, or, by what so ever title is agreed upon by the support groups body, shall serve as a permanent member of the party’s National Working Committee.

6.2. Support groups body shall be entitled to delegate representation, as may be decided by the management team, at:

Local Government Conventions

State Congresses

National Conventions

6.3. Support groups body shall have ex-officio representation at ward, local government, and state executive committee levels.

6.4. Support group elections at the National level shall be conducted under the supervision of the Office of the NOS and adhere to democratic principles.

Article 7: Finance and Logistics

7.1. Support groups management shall:

Maintain a bank account, with one of the signatories being an appointee of the NOS, preferably a staff of the party.

Be entitled to receive campaign funds as allocated by the National Working Committee (NWC) or National Executive Committee (NEC).

7.2. The group may operate one or more accounts, subject to approval by the National Secretariat. All finances shall be periodically audited as directed by the NWC or National Chairman.

7.3. Support groups management at the National level shall have the right to generate funds with the party’s approval, and may use funds for:

Office equipment and vehicles

Staff salaries and welfare

Campaign activities and logistics

7.4. The party shall provide office accommodation either inside or outside of the national secretariat for operational efficiency.

Article 8: Leadership Selection and Tenure

8.1. Appointment Mode: The National Secretariat may appoint the management team for the support groups for a non-renewable 3-year term.

8.2. Elective Mode: Where elections are held, the management team shall serve a 4-year renewable term, limited to one additional term, in line with the APC Constitution.

Article 9: Governance and Board of Trustees

9.1. The Board of Trustees of support groups shall consist of:

APC National Chairman

APC National Secretary

National Organising Secretary

Chairman, Progressive Governors Forum

9.2. The Support Group management may appoint National Patrons and Matrons as honorary advisors.

Article 10: Compliance and Conduct

10.1. All provisions of the APC Constitution relating to ethics, discipline, finance, and general conduct shall apply to support group management and members.

10.2. Breaches of conduct shall be subject to the party’s disciplinary mechanisms
