Nigeria Customs Announces Duty-Free Import for CNG, Electric Vehicles

The Nigeria Customs Service (NCS) has announced fresh guidelines for implementing the fiscal incentives under the Presidential Gas for Growth Initiative, granting Import Duty and Value Added Tax (VAT) exemptions on the importation of eligible Compressed Natural Gas (CNG), Liquefied Petroleum Gas (LPG), and electric vehicles, as well as related equipment and conversion kits.

In a statement issued on Friday by the National Public Relations Officer, Deputy Comptroller of Customs Abdullahi Maiwada, the Service said importers must obtain an Import Duty Exemption Certificate (IDEC) from the Federal Ministry of Finance and comply with all applicable regulatory requirements before accessing the incentives.

The Customs Service, however, clarified that Hybrid Electric Vehicles, dual-fuel CNG/Petrol and CNG/Diesel vehicles, luxury vehicles valued at $100,000 and above, overseas-converted CNG vehicles without factory-fitted capability, non-self-driven semi-trailers, and all spare parts remain subject to Import Duty and VAT.

According to the NCS, the policy is aimed at reducing transportation and energy costs, promoting cleaner energy, boosting investment in alternative fuel infrastructure, and strengthening Nigeria’s energy security. The Service also urged importers, licensed customs agents, and other stakeholders to comply fully with the approved guidelines.
