NDC Says Elected Officials Must Consult Party Before Major Decisions, Orders Disclosure Of Campaign Funds

The Nigeria Democratic Congress (NDC) has announced a series of resolutions aimed at strengthening internal governance, enforcing party discipline and building what it described as a lasting political institution rather than a personality-driven movement.

The resolutions were contained in a statement issued on Sunday by the party’s National Publicity Secretary, Osa Director, following the second meeting of the National Executive Committee (NEC).
According to the statement, the party reaffirmed its commitment to party supremacy, stressing that elected officials on its platform must consult party structures before making major decisions.
The party added, “The programs, policies, and appointments (except personal staff) of all governments elected on the platform of the party must be made in consultation with the party structure.”
The NDC maintained that the party’s interests must take precedence over individual ambitions.
“The party remains supreme, and members are expected to align their personal interests and agendas with those of the party,” it said.

The NEC also resolved that all organisations affiliated with the party must operate under its control and supervision.
“All affiliated groups and NGOs shall operate under the guidance and control of the party and must not function in parallel with, or independently of, the party structure,” it said.
As part of efforts to strengthen discipline and accountability, the party announced plans to introduce a comprehensive code of conduct for party officials and candidates.
“A comprehensive Code of Conduct shall be established for all party officials and candidates,” it said.
The statement disclosed that a committee headed by the National Legal Adviser had been constituted to develop the framework and guidelines for the code.
In a move aimed at resolving internal disputes, the NDC said it had inaugurated a National Reconciliation Committee.
“A National Reconciliation Committee has been inaugurated to reconcile all aggrieved members of the party,” it said.
The party further stressed that it was focused on building a sustainable institution rather than a temporary political vehicle.
“The NDC is being built as an institution, not a personality cult, political movement, or Special Purpose Vehicle (SPV) to be used and discarded,” it said.
It encouraged members to remain committed to the long-term growth of the party.
“Members are encouraged to remain committed to the party and contribute to its growth and sustainability for generations to come,” it said.
The statement also underscored the need for loyalty among party members and aspirants.
“At all times, and for all candidates and aspirants, total allegiance must be to the party and the national interest,” it said.
On financial accountability, the NDC said it would implement strict measures to ensure transparency in the management of party resources.
“On financial probity, the party will enforce strict accountability in the management of party resources by all officers, and party funds must be used strictly for party business,” it said.
The party also announced new disclosure requirements for candidates seeking elective office on its platform, saying, “For candidates, there must also be strict accountability for all funding received.”
According to the statement, all funds sourced by candidates and contributions made to campaign accounts must be fully disclosed to the party at the local government, state, zonal and national levels.
“Monies sourced by candidates at all levels, and contributions made by candidates to campaign accounts, must be fully disclosed to the party at the appropriate levels (local government, state, zonal, and national),” the party said.
The NDC added that all such funds must pass through designated party campaign accounts, including presidential and governorship campaign accounts where applicable.
The resolutions, the party said, form part of broader efforts to institutionalise its operations, strengthen internal democracy and ensure accountability among its members and candidates.
