Kaduna-Based Federal College ‘Spends’ N174Million On Solar Streetlights In Ogun, Far Outside Its Mandate

ASaharaReporters review of the public payments platform, Govspend, has shown that the Federal Cooperative College, Kaduna State, spent a sum of N174 million to supply and install integrated solar streetlights in selected areas of Ogun State.

According to data on Govspend, the payment was made on December 23, 2023, to Golden Castle Integrated Global Resources Limited.
The project description reads: “Supply and installation of integrated Solar streetlight in selected areas of Ogun State.”
This development comes amid concerns about government agencies and parastatals spending money outside their stipulated legal functions.
On Wednesday, civic accountability platform, MonITng, raised concerns over the allocation of ₦3 billion in the 2025 Nigerian government budget for the provision of solar streetlights in the South-South region of the country.
“The project with code ERGP20261928 is titled Provision/Installation of Modern Digital Solar Streetlights in Selected Locations of South-South Geo-Political Zones of Nigeria (Lot 1-6).
“A whopping ₦3 billion has been allocated for this project, to be implemented by the Nigerian Film Corporation under the Federal Ministry of Arts, Culture, and Creative Economy. (@Fmactce_Nigeria),” a statement by the organisation read in part.
In April, a SaharaReporters review revealed that James Faleke spent a total of N52.4 million in November 2024 to purchase vehicles for traditional rulers in Ikeja.
The transaction was carried out through the Federal Cooperative College, Kaduna. The contract was awarded to Sparktech Global Ventures Limited.
Faleke represents the Ikeja Federal Constituency and also serves as Chairman of the House Committee on Finance.
This expenditure followed a similar spree between August 2023 and December 2023, during which Faleke spent N230 million on purchasing SUVs and other vehicles for traditional rulers in the Ikeja Federal Constituency.
The contracts for the N230 million SUV supply were awarded to Joydrill Integrated Services Limited.
For instance, on August 15, 2023, Joydrill Integrated Services Limited was awarded a contract worth N108.6 million to supply SUVs and cars for traditional rulers. On August 16, an additional N8.5 million was paid for the provision of SUVs, with Talu Tandu Nigeria Limited awarded the deal to supply vehicles to the same constituency.
On December 18, 2023, another payment of N108.6 million was made to Joydrill Integrated Services Limited for supplying SUVs in Ikeja, Lagos State. Two days earlier, on December 16, another N5.8 million was spent on supplying SUVs and cars for traditional rulers in the same area, with the contract awarded to Elon Construction Limited.
While the Federal Cooperative College is based in Kaduna, the connection between Hon. James Faleke and Joydrill Integrated Services—one of the companies awarded contracts—raises concerns.
Faleke, who represents the Ikeja Federal Constituency in the House of Representatives, also doubles as Chairman of the House Committee on Finance.
The vehicles were supplied to traditional rulers in the Ikeja Federal Constituency.
